How to Open an Account

LA County Public Health Employees:

You are now eligible to open an account electronically! Please call our office at (818)367-1057 or email us at oliveview@i-lovemycreditunion.com for more information. We will then email you a membership application to complete via Adobe Sign.

*Please note that your photo ID and LA County Badge will need to be emailed as well to complete the electronic account opening process. The $5.00 minimum deposit can be processed over the phone with a Visa or Mastercard.

Non-LA County Public Health Employees:

Please visit our branch during our normal business hours: Monday – Friday: 7:30am – 4:00 pm.
(Accounts can only be opened in our office. Forms are not available online.)

Please bring the following items:

  • UNEXPIRED government-issued photo ID: Driver’s License, Passport, Military ID, or US Permanent Resident (Green) Card.
  • Social Security Number (for minors please provide the original card)
  • Minimum of $5.00 opening deposit
  • If opening a joint account, both parties must be present at the same time

*Address provided must match the one on the government-issued photo ID. If they do not match, please provide proof of current residence.

Our History

On Valentine’s Day, February 14, 1936, the approved charter to operate a Federal Credit Union was issued to us, beginning the Olive View Federal Credit Union.

The credit union is sponsored by Olive View-UCLA Medical Center, one of the County of Los Angeles Department of Health Services major medical centers. It specializes in serving the uninsured, underinsured, and low-income residents of the San Fernando, Santa Clarita, and Antelope Valleys. The modern hospital of steel and glass grew from something quite different, a collection of small wooden cottages and wards started in 1920 to treat tuberculosis (TB) patients. This “cottage” plan provided patients with lots of fresh air and sunlight, and screened-in porches where patients often slept even in cold weather.

Patients, families, and physicians lived on the grounds. They had their own barber shop, library, dance hall, post office, chapel, and provided not only medical care for the patients, but also provided mental health services for all who lived on the grounds. There were even some underground tunnels built so that patients and doctors could go from one location to another.

Out of this cottage community came the realization that accessible banking was necessary, which came to fruition with the conception of what is now Olive View Employees Federal Credit Union.

Olive View officially became a general hospital in 1959, focusing on cardiac disease and the indigent mentally ill. Because it was difficult to care for this new patient population in the existing small wooden cottages, a new modern building was needed. While no longer used to provide patient care, the cottages were assigned to staff who supported hospital services. This included the credit union, whose office was originally located in a converted cottage.

From 1936 to present day, Olive View Federal Credit Union has thrived and grown. Its original field of membership included only the employees at Olive View Sanatorium, members of their immediate families, and any association of such employees. Today, the field of membership has expanded to include employees of Los Angeles County who work Olive View-UCLA Medical Center, Mid-Valley Comprehensive Health Center, Glendale Health Center, San Fernando Health Center, Acton Rehabilitation Center, Antelope Valley Health Center, High Desert Regional Health Center, Lake Los Angeles Community Clinic, Littlerock Community Clinic, South Valley Health Center, Department of Public Health Employees assigned to Service Planning Area (SPA) 1 (Lancaster/Palmdale) and 2 (San Fernando and Santa Clarita Valleys), Antelope Valley Mental Health Center, LA County Sheriff Department employees working on the Olive View-UCLA Medical Center, Mid-Valley Comprehensive Health Center, San Fernando Health Center, and Glendale Health Center campuses, as well as ITT Exelis located in Van Nuys.

Over the years, the Olive View Credit Union has consistently increased its assets with ongoing high levels of due diligence and a broad spectrum of external and internal controls. Credit risk is low because the credit union has an adequate lending program with detailed policy. The credit union has good underwriting standards and has made improvements in the collection of delinquent loans. Interest rate risk is low because the credit union has a laddered investment portfolio. Liquidity risk is low because the credit union has ample liquidity and has established a contingent line of credit for $2 million with Catalyst Corporate CU. Transaction risk is moderate because there are few items which require improvements. Compliance risk is low because the credit union runs a strong Bank Security Act and compliance program. Strategic risk is low because the credit union is performing very well and has established reasonable goals. Reputation risk is low because the credit union fosters a good relationship with members.

Annual Meeting

Our Annual Meeting is held once a year and the date is to be announced. During the meeting we review our financials, performance, our members questions/concerns, and other items from the prior fiscal year. We also hold elections for the Board of Directors and/or Supervisory Committee, who are elected by our members. Information for the Annual Meeting will be displayed on our Homepage as it approaches, along with a survey to complete.

Sign up to get your next statement electronically! Just log in to Online Banking and select Self Service. Change your e-Statement option to receive a notice by email when your next statement is ready. You'll receive a notice by email on or about the first of the month when your e-Statement is ready.
  1. Log in to Online Banking
  2. Type in your logon ID followed by your security code. Make sure you have a current email address on file with Olive View FCU.
  3. Set Your e-Statement Preference
  4. Click on the Self-Service tab, then click on e-Statements
Follow the prompts and click to agree to the terms and conditions. Your first e-Statements will be available the following month or quarter (if savings account only)

An email alert will be sent out when your new statement is available. Log in and view your e-Statement under Self Service, then click e-Statements. Please be sure to keep us up-to-date on your email.

How do I sign up for Online Banking?

  • Go to www.OliveviewFCU.com homepage (Must be on a desktop to Enroll, AFTER enrolling you may use any device)
  • Click on Enroll Online & enter your Member Account Number
  • Enter the LAST four digits of your Social Security Number
  • Enter your COMPLETE Social Security Number
  • Enter your Street Address “NUMBERS” ONLY
  • Enter your Email Address
  • Enter a Logon ID (username)
  • Enter a Security Code (password)
  • Enter a Security Phrase (this is to help you recognize that you are logging into the correct account)
  • Choose 3 Security Questions that you will remember the answers to. *Please write down answers as they were typed (case sensitive) or print before moving on.

Once you see your account overview, this means you have successfully enrolled and can now use the same Logon ID and Security Code to log in through our Mobile Application.

Loans

What do I need to apply for a loan?

Please send a completed loan application with your two most recent paystubs or proof of income. If you are self employed or retired, please call our office for the list of documents needed.

How long does it take to get an answer?

About 1-3 business days for processing. The processing time for incomplete applications will be delayed until the completed information is received.

How does the Credit Union determine interest rates?

Personal loan rates are set rates. Auto loan rates we do beat/match rates as low as 1.90%. Auto loan rates are based off the year/value of the vehicle and the term chosen. Hybrid/electric vehicles automatically receive 1% off. If you have a FICO score of 700(+), you qualify for 1% off & if your FICO is 750(+), you qualify for 1.50% off. The discount for the Hybrid/electric vehicles can be combined with the FICO score discounts. These discounts also apply to your current rate or offers from other financial institutions. View Rates

What if I get offered a better rate elsewhere?

We can beat/match rates! Please provide us with the approval showing your name and the rate offered so that we can best assist you.

If I am approved for a loan, do I have to take it?

No, there is no obligation.

How long is my approval good for?

Loans that are approved are valid for 90 days.

How do I apply for a Visa Credit Card?

How do I activate my Visa Credit/Debit Card?

For Visa Credit Cards, please call the number on the card when received to activate it. For the Debit Card, please call the number on the paper the card comes with (800)466-0040. If you misplaced the number or if you have any issues activating your cards, please call our office @ 818-367-1057 to help activate the card for you.

What if I lose my card?

Go to our Contact Us page for correct phone numbers. Replacement fees are listed in our Fee Schedule.

How do I locate a nearby no-surcharge ATM?

Please use our ATM Locater.

Does the credit union have access to my PIN?

No, the credit union does not have access to your PIN and cannot recover it if you misplace/forget it. If you forget your PIN and need a replacement, please call our office to verify your information and have a new one mailed to you. Replacement PINs are subject to a fee, please see our fee schedule for current fee.

I blocked my card from incorrect PIN entries, what do I do?

Please call our office to help you unblock your card. 818-367-1057

What is the maximum cash that can be withdrawn from an ATM?

$500 per day for debit cards. $300 per day for Visa credit cards.

What is the maximum amount for point-of-sale purchases?

$1000 per day. Please call our office if you need to spend more than this in one day. Visa credit cards are subject to their credit limit.

My card is about to expire, when will I receive a new one?

Debit cards are re-issued in the beginning of the month that they are set to expire. Your current card will be valid until the end of the month it expires. Replacement cards will be mailed to the address on file. Please contact us if the address and/or phone number has been changed.

Please activate new card as soon as it is received. PIN will remain the same. Visa Credit Cards are re-issued the month prior to expiration.

If you do not receive your replacement card, please call our office for further assistance.

MY ACCOUNT

How do I set up direct deposit?

For LA County Employees you have two options:

  • (1) fill out and sign and LA County Direct Deposit form and submit it to LA County Payroll with an Account Verification Letter attached.
  • (2) Log in to your LA County site where you can get your paystubs and there is a place for you to enter your full account number and routing number.

How do I set up a portion of my check to be deposited?

We offer Payroll Deduction, which comes in on the 4th & 19th of every month. Please contact our office with the amount you want taken each paycheck and we can email you a Payroll deduction card to sign or you can sign the card in person.

When is my LA County Payroll Direct Deposit scheduled to come in?

Paydays are the 15th & 30th of the month and direct deposits will post on the 14th & 29th of the month. If these days land on a holiday or weekend, then the deposit will be in the Friday/business day before.

What if I find a mistake on my statement?

Please contact the credit union as soon as possible to explain the situation. Disputes need to be made within 90 days.

How do I place a stop payment?

All stop payment forms are available on our Forms site. Forms must be completed and submitted 24 hours prior to the item posting to your account. Forms can be emailed, faxed or signed in person. Stop payment requests are subject to fees and the current fee can be found on our fee schedule.

What is a “Check Hold”?

All checks are subject to be placed on hold. Holds can be up to 7 business days. ATMs place checks on hold automatically. If you want to see if there will be a hold on a check, please contact our office for further assistance, prior to depositing the check through an ATM. When deposits are made in person, the teller will notify you of any holds prior to depositing the check.

Can I get copies of statements from previous months?

Yes, please call our office if you are not enrolled in e-statements and copies can be emailed to you or picked up in person. Copies are subject to fees. Please see fee schedule for current rates.

Can I get a copy of a check I wrote?

If you have online banking, please log in through the website. Once you are in, review your checking account history and the check number should be hyperlinked, click on the check number and it should pull the copy for you for FREE. If you are not able to get the check from there, please contact us and we can pull a copy for you. Copies we pull are subject to fees. Please see fee schedule.

I have a check made payable to someone who is not on my account. Can I deposit it?

We are sorry to say that we don’t accept third party checks.

Can I transfer funds from my Olive View Account to an account at another financial institution?

Yes, you can fill out a wire transfer form. This service is subject to fees. Please see fee schedule.

What is the maximum cash withdrawal limit at the branch?

$2000 per day per member. If you need additional funds, please call the credit union in advance if possible. Additional amounts can be withdrawn in the form of a cashier’s check, but additional cash is not guaranteed.

How do I change my address?

Please send us the Change of Address form with your new information or log in to your online banking and send us a message with your updated information. If you need us to email you the form, please contact our office for assistance or email us at oliveview@i-lovemycreditunion.com.

Can minors have accounts?

Yes, please call our office for more details.

What if I am on Chexsystems?

You are still eligible to open an account with us.

What is a dormant account?

A dormant account is one that has not had any activity from 1-3 years. We will notify you once your account has become dormant to help you reactivate your account with us. By state law, all financial institutions must escheat or give funds in the accounts that have been dormant for 3 years to the state. This is a good reason to keep us up to date with your current address and phone number. Dormant accounts are subject to fees. Please see Fee Schedule.

Having issues with logging in?

1. Logon ID is all lowercase letters and can't be changed. If you forgot your logon ID please contact the credit union for verification.

2. To reset your Security Code (Password), please use your Internet browser/application, not our Olive View Mobile Application. To reset it, click the "Reset Security Code" link on our home page. A temporary security code will be sent to your email that you used to enroll with. Allow about 5 minutes for the email to be received. Please read the requirements for creating a new security code. Previously/similar used security codes will not be accepted.

3. Please note that Security Code and Security Question Answers are case-sensitive.

4. Security Code (Password) cannot be changed in the mobile application.
